Magento 2 requires more server power and requires more time for maintenance than normal websites. Development servers are always used for testing prior to roll outs of new versions and full QA testing is done. Servers also must be fully secured and backed up as sales orders, customers and other items cannot be lost due to a server issue or a hacking attempt. So our plans are adjusted to reflect the increase in server horsepower and time spent maintaining these sites.
